46th Mid-Career Management Course Graduation ceremony held at NIPA Karachi

KARACHI, (APP - UrduPoint / Pakistan Point News - 5th Jun, 2026) The Graduation ceremony of the 46th Mid-Career Management Course (MCMC) was held at the National Institute of Public Administration (NIPA), Karachi, marking the successful completion of an intensive training programme for mid-career civil servants from across Pakistan.

The ceremony was attended by senior government officials, faculty members, and participants of the course.

Speaking on the occasion, Chief Instructor, NIPA Karachi, S. Ghous Ali Shah highlighted the comprehensive nature of the programme and its focus on developing future-ready public servants.

He stated that a major component of the course focused on soft management skills including stress management, anger management, leadership development, communication, and emotional intelligence, which are essential competencies for modern public administrators.

He further informed that NIPA placed significant emphasis on human resource management, public procurement processes, policy development, research writing, and evidence-based decision-making. Participants were also introduced to emerging fields including information and communication technology, artificial intelligence, cyber-security, data analytics, and blockchain management to enhance their understanding of contemporary governance challenges.

Ghous Ali Shah noted that experiential learning remained a cornerstone of the programme. Team-building exercises, collaborative learning, policy simulations, case studies, and research projects were incorporated to strengthen participants’ analytical and problem-solving capabilities, he said.

Referring to the academic component of the course, he stated that participants undertook a comprehensive foundation exercise titled “Developing an Integrated Policy and Operational Framework to Address Population Dynamics, Family Planning Challenges, Demographic Burden, and Economic Growth Prospects.

” The exercise encouraged participants to formulate practical and evidence-based policy recommendations to address one of Pakistan’s most critical development challenges.

He further said that due to government austerity measures, the traditional inland study tour was confined to Karachi; however, participants benefited from a series of local institutional visits and practical learning engagements.

Highlighting NIPA’s community outreach initiatives, Ghous Ali Shah informed the audience that a plantation drive was organized during the course and inaugurated by the Governor of Sindh.

He also noted that NIPA partnered with the National Book Foundation (NBF) to promote reading culture and facilitate greater public access to quality books and educational resources for the citizens of Karachi.

Addressing the graduating officers, Dr. Syed Saif-ur-Rehman, PAS, TI, Director General NIPA Karachi emphasized that the objective of professional training extends beyond course completion and is aimed at preparing officers to address future governance challenges.

He stated, our mission is not merely to complete a training programme; our mission is to prepare a vision for addressing the complex challenges of tomorrow. It is about equipping officers with the knowledge, skills, and mindset required to lead transformative change in public institutions.

Dr. Saif-ur-Rehman observed that public administration is continuously evolving in response to national and global developments. He remarked, NIPA has consistently modernized and upgraded its curriculum to remain aligned with contemporary governance requirements. The challenges of the twenty-first century demand innovative thinking, strategic foresight, and technological adaptability.”

Highlighting the scope of the programme, he stated that participants of the 46th Mid-Career Management Course were exposed to a wide range of contemporary subjects and emerging fields of governance, including public policy, strategic leadership, cognitive theories of decision-making, organizational development, artificial intelligence, digital governance, and strategic transformation.

He further remarked, Artificial Intelligence and digital technologies are transforming governance systems across the world.

Public servants must be equipped not only with administrative competence but also with the ability to harness emerging technologies for improved service delivery and better policy outcomes.”

The Director General encouraged participants to serve as catalysts for positive change within their respective organizations and to apply the knowledge and skills acquired during the programme for strengthening institutions, improving governance, and enhancing public trust.

The ceremony concluded with the distribution of certificates among participants of the 46th Mid-Career Management Course, followed by a group photograph.

The graduates reaffirmed their commitment to excellence, professionalism, innovation, and public service in fulfilling their responsibilities towards the people of Pakistan.
