ISLAMABAD, (UrduPoint / Pakistan Point News - 15th Apr, 2026) The OIC Ministerial Standing Committee on Scientific and Technological Cooperation (COMSTECH) and Huawei Technologies Pakistan have signed a landmark Memorandum of Understanding (MoU) to establish the COMSTECH-Huawei ICT Academy, aimed at strengthening digital capacity and empowering youth across 57 OIC member and five observer states.
The MoU signing ceremony was held on Wednesday at the COMSTECH Secretariat in Islamabad, where the ICT Academy was also formally inaugurated. The facility is equipped with advanced digital learning infrastructure to support virtual instruction, hands-on ICT training, and real-time collaboration for students and professionals across the OIC region.
Chairman of the Pakistan Telecommunication Authority, Major General (R) Hafeez Ur Rehman, attended the ceremony as chief guest. He described the initiative as a timely and strategic investment in the region’s digital future, highlighting its potential to strengthen Pakistan’s ICT ecosystem and support capacity-building efforts across member states.
Speaking on the occasion, Muhammad Iqbal Choudhary, Coordinator General COMSTECH, termed the agreement a transformative step towards digital self-reliance in the OIC region. He said the collaboration would leverage Huawei’s global expertise to equip youth with cutting-edge skills and enable them to contribute to innovation-driven socio-economic development.
CEO of Huawei Pakistan, Ethan Sun, said the initiative reflects Huawei’s long-term commitment to empowering youth with essential digital skills required in the global economy.
Huawei leadership also reaffirmed its commitment to nurturing digital talent through programmes such as “Seeds for the Future,” noting that the ICT Academy would serve as a key platform for promoting inclusive digital transformation, enhancing cybersecurity capabilities, and advancing sustainable technological growth across OIC countries.
The academy will function as a central hub for blended learning, providing access to Huawei’s global training ecosystem and offering high-quality courses in emerging technologies. Under the partnership, specialized certifications will be offered in 5G, Artificial Intelligence, Cloud Computing, and Cybersecurity to help bridge the global talent gap and prepare young professionals for industry demands.
The event concluded with a visit to the newly inaugurated academy, where participants observed live demonstrations of Huawei’s digital learning technologies and training modules. Ambassadors and senior diplomats from Somalia, Malaysia, Morocco, Mauritius, Azerbaijan, Algeria, and Brunei Darussalam, along with representatives of various international and national organisations, attended the ceremony.
