Decision to bring private generators, large solar-systems into duty net

LAHORE, (APP - UrduPoint / Pakistan Point News - 1st Jun, 2026) The Punjab cabinet has approved the Punjab Electricity Duty Rules 2026.

A framework for a new electricity duty on private generators and solar power has been prepared in Punjab, and approval has been given to bring generators and solar systems (above 500 KVA) into the duty net.

An electricity duty of 4 paisa per unit will be imposed on industrial and commercial consumers, it was recommended to completely exempt domestic consumers from the new electricity duty.

Official sources said that through this initiative, the Punjab government is expected to earn an additional revenue of Rs 306 million annually.

Under the rules, 1,177 industrial and commercial places will come under the purview of the new duty, while the electric inspector will be empowered to seal the power generation facility, recovery from those who do not pay the duty will be done under the Land Revenue Act.

It was recommended to give the electric inspector the authority to check the records of private power plants.

Furthermore, it was recommended to make registration mandatory for those who have private power generation.

A separate energy meter will be mandatory for industrial and commercial self-generation units.

Likewise, it has been decided to keep records of all major self-generation systems including solar, monthly returns and logbooks will be mandatory, a late payment penalty of 10 to 15 percent will be imposed for non-submission of duty.

According to the rules, fines and action to stop electricity production will be possible for incorrect records.

The Punjab government approved the repeal of the 2012 Electricity Duty Rules and the implementation of the 2026 Rules.
