MULTAN, (APP - UrduPoint / Pakistan Point News - 29th Apr, 2026) Following the successful completion of the flagship initiative “Sound for the Students,”Multan Commissioner Amir Kareem Khan on Wednesday submitted a comprehensive concept paper to the Punjab government,proposing expansion of the model across the province.
The initiative aimed at restoring hearing among students with impairments has been described as a landmark in effective governance,combining administrative leadership with structured philanthropic engagement.
According to the concept paper,over 3,000 hearing impaired students were assessed across Multan division, of whom around 300 were identified as potential beneficiaries for hearing aid devices.
Through coordinated efforts involving medical boards, special education institutions and private donors more than 300 students were ultimately provided with hearing aids.
Officials said the project was implemented in phases across districts including Multan,Khanewal,Lodhran and Vehari with support from corporate and philanthropic partners.
Beyond the distribution of devices,the initiative also incorporated speech therapy and long-term monitoring,enabling beneficiaries to develop communication skills essential for education and social inclusion.
The report noted that classrooms were transformed into more participatory environments as a result.
Recognizing the model’s impact and scalability, the commissioner has proposed its institutionalization as a Standard Operating Procedure (SOP) within the Punjab Special Education framework.
A key recommendation was the introduction of a “15-day assessment rule” to ensure early diagnosis and intervention for newly enrolled students.
The proposed framework outlines a structured administrative mechanism linking medical diagnosis with timely provision of assistive devices,alongside continued oversight by district administrations and collaboration with philanthropists.
The concept paper concludes that “Sound for the Students” represents a replicable governance model capable of addressing systemic gaps in special education and calls for its adoption as a province wide flagship initiative under the chief minister’s leadership.
With the submission,Multan division has set a precedent for proactive governance,highlighting how coordination, innovation and community engagement can deliver tangible outcomes for vulnerable segments of society.
