ISLAMABAD, (APP - UrduPoint / Pakistan Point News - 13th May, 2026) In a major step to protect students’ health, educational rights and parents from exploitation, the Private Educational Institutions Regulatory Authority (ICT-PEIRA), under the chairmanship of Dr Ghulam Ali Mallah, has approved strict regulatory measures for all private educational institutions in Islamabad Capital Territory.

The Authority has decided to launch strict enforcement action against unregistered schools operating unlawfully, despite repeated notices and warnings, said a press release on Wednesday.

Such institutions will face legal action, penalties and sealing under the ICT-PEIRA Act, 2013, in coordination with district administration and law enforcement agencies.

ICT-PEIRA has also directed that schools shall collect tuition fees strictly monthly only, with no advance fee collection permitted. No institution shall charge fees beyond the approved academic session of 12 months. Violations may lead to penalties, audits and legal action.

To safeguard children from back pain, posture problems and other health risks, ICT-PEIRA has approved implementation of the Lighter School Bags Policy in line with international standards. Schools must ensure that school bags remain within 10 percent of a child’s body weight, alongside practical measures such as rationalized timetables, reduced unnecessary books and provision of lockers where feasible.

A dedicated complaint facilitation counter has also been established for parents to report overcharging, illegal practices and other violations.

Speaking on the occasion, Dr Ghulam Ali Mallah, Chairman ICT-PEIRA, stated, “Students’ health, future and parents’ rights are our top priority. No institution will be allowed to exploit families or operate outside the law. Strict compliance will be ensured through monitoring and enforcement.”

ICT-PEIRA reaffirmed its commitment to quality education, transparency, accountability and student welfare across Islamabad.
