ICT-PEIRA directs immediate compliance on 10% mandatory scholarships for deserving, out-of-school children

ISLAMABAD, (APP - UrduPoint / Pakistan Point News - 17th Jun, 2026) Following the guidance of the Senate Standing Committee on Federal Education and Professional Training and the directions of the Federal Secretary, Ministry of Federal Education and Professional Training, a special meeting of ICT-PEIRA was held under the chairmanship of Dr. Ghulam Ali Mallah to review compliance by private educational institutions regarding the provision of 10% Need-Based Scholarships under the Right to Free and Compulsory Education Act, 2012.

The Authority reviewed data submitted by private schools and noted with concern that a significant number of institutions have yet to provide the required scholarship information despite repeated notices and directions, said a press release here on Wednesday.

Chairman ICT-PEIRA Dr. Ghulam Ali Mallah reiterated that the Authority will make every effort to ensure full compliance with the law. He further announced that Out-of-School Children (OOSC) identified through ongoing enrollment campaigns will be given priority for admission under the 10% scholarship scheme to ensure that deserving children have access to quality education.

The meeting decided that all defaulting institutions are being granted a final opportunity until 30 June 2026 to submit complete scholarship data. Registration and renewal services for non-compliant institutions shall remain restricted until compliance is achieved. The Names of institutions failing to comply by the deadline will be published on the ICT-PEIRA website as defaulters and shared with relevant examining boards.

The Authority further decided that continued non-compliance may result in regulatory fines, suspension of registration, and legal action under the ICT-PEIRA Act, 2013, including referral to the District Administration of Islamabad.

The meeting also appreciated private educational institutions that have already complied with the mandatory scholarship requirements and decided to issue Letters of Appreciation in recognition of their contribution towards educational inclusion and social responsibility.

ICT-PEIRA remains committed to ensuring effective implementation of the Right to Free and Compulsory Education Act, 2012, and promoting equitable access to education for all children in Islamabad.
