IHC grants time to CDA in plot allotment case, questions development charges

ISLAMABAD, (UrduPoint / Pakistan Point News - 2nd Apr, 2026) A two-member bench of the Islamabad High Court (IHC) headed by Chief Justice Sarfaraz Dogar, heard an intra-court appeal related to plot allotment involving the Capital Development Authority (CDA).

During the hearing, the CDA requested adjournment to obtain approval from its board. The court granted four weeks for the matter to be presented before the board.

The Chief Justice raised concerns about CDA’s development charges, asking about the collection and utilization of approximately Rs. 2.5 lakh charged from citizens. The CDA’s counsel stated that these charges are used for city development, including infrastructure and road maintenance.

However, the court observed that the development charges imposed by CDA are significantly higher compared to private housing societies and questioned the transparency and justification behind such fees.
