ISLAMABAD, (APP - UrduPoint / Pakistan Point News - 14th May, 2026) The Islamabad High Court (IHC) on Thursday set aside the decision of the Central Selection board and directed it to reconsider the promotions of 21 officers of grade 20 and 21 who had been denied upgradation.
A single bench of Justice Inaam Ameen Minhas issued a detailed judgment accepting the petitions filed by the officers belonging to the Police Service of Pakistan, Pakistan Administrative Service, and other civil services. The court ordered the Central Selection Board to review the promotions of the 21 petitioners in accordance with the Promotion Rules 2019.
The court further directed that the cases of the petitioners be evaluated according to the prescribed procedure and that in case of an adverse assessment, clear reasons must be recorded on file.

The court ruling effectively mandates the CSB to revisit the promotion cases of the 21 officers with proper documentation of any negative assessments.
