ISLAMABAD, (UrduPoint / Pakistan Point News - 8th Apr, 2026) The Standing Committee of the National Assembly on Housing and Works on Tuesday met at the Parliament House, Islamabad, under the chairmanship of Member of National Assembly, Maulana Abdul Ghafoor Haideri.
The minutes of the previous meeting were confirmed, and the Committee thereafter took up the Bill for consideration, “The Islamabad Capital Territory Condominium (Ownership and Management) Bill, 2026” (Government Bill).
During the course of deliberations, the Committee was apprised by the Honourable Federal Minister for Housing and Works that the Bill seeks to address structural deficiencies in Pakistan’s construction sector, particularly the absence of a comprehensive legal framework governing land ownership in high-rise developments and the limited access to housing finance for low- and middle-income groups.
The Committee examined the provisions of the Bill in detail, including the insurance requirement under Section 10.
The Chairman expressed reservations on religious, constitutional, and public policy grounds, observing that conventional insurance entails elements of riba (interest) and maysir (gambling), which are inconsistent with the injunctions of islam.
In support thereof, reliance was placed on relevant juristic opinions and fatwas, along with reference to the constitutional mandate that no law shall be enacted which is repugnant to the Quran and Sunnah and the State’s policy to eliminate interest-based practices. The Honourable Chairman, on these grounds, preferred to submit a dissenting note.
However, the Committee, by majority, recommended that the Bill be passed by the National Assembly.
