The Pakistan state is shifting towards mobile-based fuel quota in order to eliminate universal subsidies. This digital transformation will focus on two-wheelers and three-wheelers but not luxury four-wheelers. To address the energy crisis that the nation is facing, the fuel quota app is being expedited by the Ministry of IT and OGRA to control the supply level and maintain its regularity.

The government just finalized a high-stakes plan to replace blanket subsidies with a digitized fuel quota. After absorbing Rs69 billion in losses over two weeks, officials from the IT, Finance, and Petroleum divisions are pivoting to a targeted, automated system.

How Does the Fuel Quota App Work?

If you drive a motorcycle or a rickshaw, your life is about to change. The government is launching a dedicated fuel quota app to manage your monthly petrol limit. This system links your CNIC and vehicle registration to a digital wallet. You will generate a voucher on your phone, and the pump operator will scan it to release your subsidized liters.

The petrol price in Pakistan is an unstable issue. The state also seeks to save the low-income earners by shifting to a fuel quota and making luxury cars that consume a lot of fuel to pay the full market price. The car owners with more than 800CCs should be ready to pay the unsubsidized price per fill-up.

Hardware Mandates for Petrol Pumps

The transition isn’t just about software. Every retail outlet must now maintain at least two specialized mobile devices to run the fuel quota app. These units cost approximately Rs36,000, though retail valuations sit near Rs72,000. Shop owners must deposit funds into an OGRA-designated account to receive their hardware immediately.

This move mimics the successful Ramadan Package model but on a national energy scale. With the petrol price in Pakistan surging due to global supply chain threats, the government is engaging with Iran and Saudi Arabia to stabilize imports. This fuel quota ensures that even if global prices spike, the most vulnerable citizens keep moving.

Retailers are already submitting focal person details to OGRA. Expect to see dedicated “subsidized nozzles” at your local station soon. This is a massive leap toward a cashless, data-driven energy economy.
