Pakistan Set to Launch Export of Repaired Second-Hand Cars

PAKISTAN: Pakistan is reportedly evaluating a new automotive policy framework for 2026–31 that would permit the import of used vehicles, their refurbishment within the country, and subsequent re-export to international markets.  

The proposal would establish an import-refurbishment-export framework modeled on Dubai’s Jebel Ali system, allowing licensed companies to bring used vehicles into Pakistan, refurbish them locally, and ship them to overseas markets. The vehicles would not be allowed to enter the domestic market.

Eligibility and procedures are defined for any qualified operator (sectoral basis, not a single pilot) under the Export Facilitation Scheme (EFS) and Import Policy Order (IPO) 2022.

Only registered companies would be allowed to operate under the framework. Eligible firms would need to be incorporated under the Companies Act and demonstrate sufficient financial and technical capacity, including a business plan for refurbishment and exports.

The Federal Board of Revenue (FBR) may amend the relevant regime to facilitate the same. These vehicles will not be allowed to be sold in the local market.

This move comes at a time when Pakistan is actively exploring new ways to boost exports, attract foreign investment, and strengthen its position in the global automotive industry.
