UNITED NATIONS, (APP - UrduPoint / Pakistan Point News - 2nd Jun, 2026) A senior Pakistani diplomat has called for a comprehensive resolution of the Russia-Ukraine war, now in its 5th year, as the UN Security Council discussed allegations of a grave security incident — a reported Russian drone crash in neighbouring Romania -- and he warned of the conflict's spillover effects.
"The reported incursion of armed drones into the airspace of neighbouring countries is alarming, and we deeply regret the reported civilian casualties and destruction of civilian infrastructure resulting from such incidents," Ambassador Asim Iftikhar Ahmad, permanent representative of Pakistan to the UN, told the 15-member Council on Monday.
Romania requested the urgent meeting after the drone entered its airspace on Friday night, hitting an apartment building in the eastern city of Galati. Two residents – a woman and a child – were injured.
“The seriousness of this moment cannot be overstated,” said Oana-Silvia Toiu, Minister for Foreign Affairs of Romania, noting that today marks the first time since the UN’s founding that her country has called for an emergency Council meeting on a situation of direct concern to its security.
While Romania has seen more than 40 incursions into its airspace by Russian Federation drones in 2026 alone, she said this is the first time one resulted in civilian injuries, she said.
“The gravity of the action and the responsibility of the perpetrator are clear,” the Foreign Minister stressed, noting that a Romanian technical report found clear, conclusive evidence identifying the drone in question as a Russian “Geran-2” model – similar to others previously observed in its airspace.
On his part, Russia's UN Ambassador Vassily Nebenzia firmly rejected the many “unfounded and biased” allegations levelled against his country, saying, “The Primary objective of this Security Council meeting aligns with the desire of Western nations to generate yet another wave of anti-Russian media hype.”
Outlining the real facts of the reported incident, he said Russian forces did conduct strikes on Ukrainian military targets – including in the port of Reni in the Odessa region, where Western military supplies are offloaded and distributed further across Ukraine.
According to the Romanian authorities, the Russian said, that operation resulted in a drone impact in the city of Galati.
However, such a drone – with a payload of approximately 50 kilograms of explosives – would have entirely destroyed any building it struck, which is inconsistent with photographic evidence of the alleged incident.
<?php /*?> <?php */?>Calling for an objective and impartial investigation into the incident, Ambassador Nebenzia recounted similar events where Western officials “rushed to assign blame”.
He recalled the recent Ukrainian strikes that killed nearly two dozen young people at a school dormitory – the very incident to which Moscow is now responding – and decried the West’s ongoing silence and lack of sympathy for those victims.
In his remarks, Asim Ahmad, the Pakistani ambassador, noted Romania’s request for Monday' meeting, and reaffirmed Pakistan’s unequivocal support for the principles of sovereignty, territorial integrity and political independence of all State, saying those principles form the bedrock of inter-State relations and must always be respected.
Pakistan, he said, repeatedly forewarned about the potential negative consequences of a protracted conflict including its expansion and spillover effects.
"Conflicts, especially those that remain active for longer durations, carry a greater risk of miscalculation and escalation," the Pakistani envoy said.

The conflict in Ukraine, he added, has witnessed a precarious dimension to modern warfare -- the relentless use of armed drones. "While on one hand it has affected battlefield dynamics, the evolving landscape of humanitarian challenges associated with these modern technologies remains a matter of concern and must be addressed within the rubric of International Humanitarian Law.

Lasting peace in the region can only be achieved through a sustained and meaningful dialogue and not by military means, Ambassador Asim Ahmad said. "In this context," he said, "we underscore the imperative for an immediate and complete cessation of hostilities and urge all sides to recommit earnestly to the path of peace."
"Bringing this conflict to an end would require commitment to the UN Charter's core tenets, a genuine accommodation of legitimate security interests of all sides, and conformity with the existing multilateral instruments," the Pakistani envoy added.
