Punjab sets Dec 30 deadline for new kite-flying rules ahead of Basant 2027

LAHORE, (APP - UrduPoint / Pakistan Point News - 1st May, 2026) The Punjab government has announced a comprehensive set of new rules and regulations for kite flying ahead of Basant 2027, fixing December 30, 2026 as the deadline for their implementation to ensure public safety.

According to official directives issued on the instructions of Chief Minister Maryam Nawaz, the regulations aim to safeguard lives and property, making compliance mandatory for every citizen, building owner and event organiser.

Under the new rules, kite flying will only be allowed on strong and secure rooftops, with boundary walls of at least three-and-a-half feet in height. Parents and guardians have been directed to ensure constant supervision of children, while minors will not be allowed near roof edges without adult oversight.

The chief minister emphasised that children’s safety remains the top priority, announcing a complete ban on running, jumping, hanging from edges, or aggressive kite snatching on rooftops. Overcrowding on rooftops has also been prohibited.

The use of loud music, DJ systems and noise-generating devices during kite flying has been banned, while any activity causing disturbance to neighbours will be treated as a legal offence.

The government has made it mandatory to ensure the availability and easy access to first aid kits at all locations. In case of any accident or emergency, citizens have been advised to immediately contact Rescue 1122.

Under the regulations, building owners and event organisers will be held jointly and individually responsible for any accident or violation of the law.

The chief minister said the purpose of the regulations is to make kite flying safe and prevent loss of precious lives, warning that strict legal action would be taken against violators.

She directed all deputy commissioners and district police officers to ensure 100 percent implementation of the rules.

Recalling Basant 2026, Maryam Nawaz appreciated the citizens of Lahore for adhering to safety regulations and expressed confidence that similar compliance would be ensured during the first phase of Basant 2027.

She urged citizens to strictly follow safety measures, assuring that the government stands with them in celebrating a safe and secure Basant festival.
