The Inter Boards Coordination Commission (IBCC), under the auspices of the Ministry of Federal Education & Professional Training, launched its Annual Report 2025, marking a significant year of transformation in Pakistan’s examination and assessment landscape

ISLAMABAD, (APP - UrduPoint / Pakistan Point News - 30th Apr, 2026) The Inter Boards Coordination Commission (IBCC), under the auspices of the Ministry of Federal Education & Professional Training, launched its Annual Report 2025, marking a significant year of transformation in Pakistan’s examination and assessment landscape.

The report highlights IBCC’s strategic shift from rote memorization to conceptual, outcome-based learning through the nationwide implementation of the Model Assessment Framework (MAF).

By equipping educators and assessment professionals with tools such as Student Learning Outcomes (SLOs), Bloom’s Taxonomy, and modern item development techniques, IBCC has laid the foundation for more transparent, credible, and globally aligned examinations.

A major milestone of the year was the introduction of the One-Window Digital Verification, Attestation, and Equivalence System, which has streamlined processes, enhanced transparency, and enabled real-time, secure access to educational services for students across the country.

IBCC also strengthened the examination system through the establishment of a National Item Bank and the expansion of technology-enabled assessment processes, setting new benchmarks for standardization, security, and modernization. Additionally, a regulatory framework for foreign examination boards was introduced to ensure international qualifications align with national standards while maintaining global credibility.

Speaking at the launch, Executive Director IBCC, Dr Ghulam Ali Mallah, stated,“The Annual Report 2025 reflects IBCC’s commitment to transforming Pakistan’s examination system into one that is transparent, equitable, and aligned with global standards. Our shift toward conceptual learning, coupled with digital innovation and strong governance, is aimed at creating an education system that truly responds to the aspirations of our youth and supports national development priorities.”

The report further underscores IBCC’s student-centric initiatives, including merit-based programs, international exposure opportunities, and mobility support for high achievers. Efforts to enhance the global recognition of Pakistan’s Higher Secondary School Certificate (HSSC) were also intensified during the year.

Institutionally, key policy decisions on grading reforms, examination schedules, equivalence policies, and the establishment of a Research Wing reflect IBCC’s growing role as a policy leader, regulator, and driver of reform in Pakistan’s education sector.

The Annual Report 2025 presents a forward-looking vision of a modern, technology-driven examination system that ensures fairness, efficiency, and global compatibility.
