QUETTA, (APP - UrduPoint / Pakistan Point News - 17th Jun, 2026) The Balochistan government, under the leadership of Chief Minister Mir Sarfraz Bugti, has achieved a historic milestone by utilizing 115 percent of the allocated development funds during the fiscal year 2025-26, the highest in the province’s history.
Provincial Finance Minister Mir Shoaib Nosherwani announced this achievement while presenting the budget, noting that the effective and timely use of funds has significantly accelerated development across the province.
In comparison, fund utilization in previous years 53 percents in 2021-22, 66 percent in 2022-23, 55 percent in 2023-24, and 99 percent in 2024-25. Shoaib Nosherwani credited the Chief Minister’s strict monitoring and guidance for ensuring transparency, merit, and efficiency in governance, which led to the timely completion of projects. He said that 2,966 ongoing and new development schemes are expected to be completed by the end of the current fiscal year.
The Public Sector Development Program (PSDP) 2025-26 allocated Rs. 57 billion for road construction, Rs. 20 billion for irrigation, Rs. 9 billion for energy, Rs. 20 billion for education, Rs. 16 billion for health, and Rs. 35 billion for social protection.
Productive sectors such as agriculture, minerals, and fisheries received Rs. 7 billion collectively. The overall PSDP stood at Rs. 249 billion, aligned with national and global Sustainable Development Goals (SDGs).
<?php /*?> <?php */?>Shoaib Nosherwani highlighted the Green Pakistan Initiative, under which 21,000 acres of land in South Balochistan are being irrigated through solar tube wells, while Rs. 1.9 billion in loans have been distributed among 513 families. He described this as a guarantee of a greener and more prosperous Balochistan.
The finance minister also announced groundbreaking digital reforms introduced by the Department of Finance, including pension automation, cashless economy systems, online billing, the Finance Management Information System (FMIS), and Finance GPT. For the first time, AI-based recruitment was introduced, enabling merit-based hiring in a single day, eliminating favoritism and restoring youth confidence.
Despite financial challenges, the government presented a balanced budget for FY 2026-27, reducing non-development expenditures to free resources for development schemes. Nosherwani stressed that the government ensured equitable distribution of funds across all districts.
In education, facilities were expanded by constructing two additional classrooms in 3,000 government schools, significantly reducing the number of out-of-school children. The Balochistan Education Foundation activated 1,200 schools with Rs. 2.5 billion, strengthening the community school network. In health, Rs. 2 billion was allocated to revive 164 non-functional Basic Health Units (BHUs), improving access to Primary healthcare.
