Islamabad (UrduPoint / Pakistan Point News - 7th May, 2026) The Federal Minister for Overseas Pakistanis and Human Resource Development, Chaudhry Salik Hussain, accompanied by the Secretary, Ministry of Overseas Pakistanis & Human Resource Development (OP&HRD), paid an official visit to the Headquarters of the Bureau of Emigration and Overseas Employment (BEOE), Islamabad today. The Minister chaired a high-level review meeting attended by senior officers of the Ministry and the Bureau, covering critical areas of emigration policy reform, overseas worker welfare, and institutional development.
I. Reforms to Emigration Licensing Framework
The Director General, BEOE, briefed the Federal Minister on the proposed amendments to the Emigration Ordinance, 1979 and the Emigration Rules, 1979. Following a detailed deliberation, the Federal Minister issued the following directions:
* Provisional Licence System: A provisional recruitment licence shall be introduced for new applicants. Only those who demonstrate satisfactory performance during the provisional period shall be considered eligible for the standard three-year licence, thereby instituting a merit-based progression mechanism.
* Enhanced Eligibility Criteria: The existing criteria for grant of recruitment licences shall be reviewed and strengthened to ensure that only financially sound and genuinely committed applicants are awarded licences, thereby curbing malpractice and ensuring greater accountability within the manpower recruitment sector.
* Security Encashment Mechanism for Defence Saving Certificates (DSCs): The Secretary, OP&HRD, directed that appropriate amendments be incorporated in the Emigration Rules, 1979 to institute a mechanism for encashment of Defence Saving Certificates (DSCs) pledged in favour of the Joint Secretary of the Ministry. Under this framework, upon cancellation of a licence, the pledged DSCs together with accrued profit shall be forfeited, reinforcing the financial security and deterrence framework.
II. State Life Emigrant Insurance Fund — Strengthening Welfare Outreach
The Federal Minister was comprehensively briefed on the State Life Emigrant Insurance Fund and the current status of insurance claims processing. He issued the following directions to strengthen welfare delivery for Pakistani overseas workers and their families:
* Death Reporting Mechanism: BEOE shall devise a robust mechanism to ensure timely reporting of deaths of Pakistani workers abroad, with particular emphasis on strengthening coordination and liaison with Community Welfare Attachés (CWAs) stationed at Pakistani Missions.
This will enable prompt communication with bereaved families and facilitate timely processing of insurance claims.
* Insurance Renewal Awareness: BEOE shall establish a proactive system to educate and remind emigrants whose insurance coverage is approaching expiry to ensure timely renewal, thereby preventing lapse of welfare entitlements.
* Awareness Campaigns via Short Videos: The Minister directed BEOE to produce short, targeted awareness videos covering key topics related to emigrant welfare benefits, entitlements, and available support services. These materials shall be disseminated across digital and social media platforms to maximise outreach to Pakistani workers and their families.
III. Infrastructure and Institutional Development
The Federal Minister directed a series of measures aimed at modernising BEOE’s physical infrastructure and strengthening its institutional capacity:
* Improvement of BEOE Headquarters and Protectorate Offices: The Bureau shall take immediate steps to upgrade its Headquarters and the offices of the Protectorates of Emigrants across the country to ensure provision of quality, citizen-friendly services to intending migrants.
* Expedited Establishment of Protectorate of Emigrants, Gujrat: Given the significant volume of labour emigration from Gujrat and its surrounding districts, the Federal Minister directed that the establishment of the Protectorate of Emigrants office in Gujrat be expedited without further delay.
* Feasibility Study on Autonomous Authority Status: The Minister directed BEOE to undertake a comprehensive study on the feasibility of transforming the Bureau into an autonomous authority. The study shall critically assess the long-term sustainability of such an arrangement, with findings to be submitted for policy consideration.
* Performance Incentives for BEOE Employees: The Federal Minister stressed the importance of introducing meaningful performance-based incentives for Bureau employees to foster a culture of accountability, excellence, and service delivery.
