LAHORE, (UrduPoint / Pakistan Point News - 18th Feb, 2026) The Punjab Home Department has submitted its report to the Lahore High Court (LHC) in response to a petition seeking permission to celebrate the Basant festival across Punjab.
According to the report submitted on Wednesday, the law allows the Deputy Commissioner to grant permission for celebrating Basant on designated days, subject to prior approval from the provincial government. The report emphasizes that ensuring public safety will be the Primary responsibility of the Deputy Commissioner before and during the festival.
The Home Department stated that all safety measures prescribed under the law will be strictly enforced.
Registration of kite manufacturers and sellers will be mandatory, while the use of metallic strings and other hazardous kite threads will remain completely banned. The report also underlined the need to ensure the installation and use of safety rods for motorcyclists to prevent accidents.
It further stated that the Deputy Commissioner Lahore granted permission for Basant only after fulfilling all legal requirements. The Home Department has requested the court to dismiss the petition in light of the existing legal framework and safety regulations.
The petitioner, Ashba Kamran, has approached the court seeking permission to celebrate the Basant festival across Punjab.
