ICT admin launches e-stamping; all stamp vendor licences cancelled

ISLAMABAD, (UrduPoint / Pakistan Point News - 16th Feb, 2026) The Islamabad Capital Territory has moved to a digital system for stamp papers, ending the role of private stamp vendors in revenue matters.

The Islamabad Capital Territory (ICT) administration has made the E-Stamping system functional across the federal capital, aiming to bring all stamp-related transactions onto an online platform, said the spokesman of ICT administration here.

With the start of this system, all stamp vending licences issued by the Office of the District Collector, Islamabad, have been cancelled with immediate effect, he added.

According to an official office order issued by the Additional Deputy Commissioner (Revenue) and District Collector, Islamabad, the step is part of ongoing reforms to improve transparency, efficiency, and digitization in revenue processes.

The order confirms that the E-Stamping system is now operational in the Islamabad Capital Territory and will be used for stamp duty in relevant transactions.

The document stated that prior instructions regarding the new system had already been conveyed to the Federal Treasury Office, Islamabad, and other concerned departments through official letters issued earlier in January and February 2026.

These communications were aimed at preparing departments for the shift from manual stamp papers to the digital system.

Following the formal launch of E-Stamping, the District Collector has ordered the cancellation of all stamp vending licences with immediate effect. This means that stamp papers will no longer be sold through licensed stamp vendors in Islamabad, and all such transactions will now be handled through the approved digital mechanism.

Officials said the new system is expected to standardize stamp issuance and record-keeping, while reducing reliance on manual processes. Members of the public involved in property, legal, and other stamp-related transactions are advised to follow the updated procedure under the E-Stamping system as implemented by the district administration.
