ISLAMABAD, (UrduPoint / Pakistan Point News - 10th Apr, 2026) In a major strategic shift to modernize Hajj operations, the Ministry of Religious Affairs and Interfaith Harmony has successfully completed the field deployment and a three-day specialized training program for 1,152 Khuddam-ul-Hujjaj.
Under the newly introduced 'Smart Service Model,' each welfare staff member has been equipped with specialized skills tailored to their specific Job Descriptions (JDs). The initiative aims to ensure 'Zero-Defect' service delivery in the Holy Land, transforming the traditional role of Khuddam into 'Smart Guardians and Guides' for the pilgrims (Dhuyuf-ur-Rahman).
Coordinator Makkah and Khuddam-ul-Hujjaj, Zulfiqar Khan, stated that following the directives of the Federal Minister and Secretary for Religious Affairs, the training was conducted in two phases: a 10-day generalized orientation followed by a rigorous three-day specialized session divided into three key modules.
On the first day, staff received audio-visual briefings on building inspections, induction of pilgrims, and wheelchair distribution mechanisms. Concurrently, supervisors (Nazmeen) were given comprehensive training on 'Mashair Strategy' to ensure seamless movement of pilgrims between Makkah, Mina, and Arafat.
The second day focused on logistics and digital monitoring. Practical exercises were conducted regarding bus requisitioning, drop-point duties, and kitchen menu supervision. A significant portion of the training was dedicated to the Digital Complaint Management System (CMS) for real-time grievance redressal.
The final day emphasized tracing lost baggage and handling specific operations in Madinah Munawwarah. To ensure the efficacy of the sessions, a comprehensive quiz was conducted at the conclusion of the training to evaluate the learning outcomes of the participants.
The Ministry has enforced a stringent Code of Conduct, making the use of prescribed uniforms (jackets) and GPS-tracking mandatory for all staff to monitor real-time field movement.
The Coordinator emphasized that the service of pilgrims must take precedence over personal voluntary prayers. He warned of a 'Zero-Tolerance' policy regarding professional misconduct, stating that any official found involved in corruption, accepting gifts, or neglecting duties will face immediate repatriation, forfeiture of allowances, and permanent blacklisting from future Hajj duties.
